The Heavy Core takes 45 seconds to mine, this implies that accurate to its name, its heavy or dense as said by a bedrock changelog
And I suggest because its heavy/dense flowing water and pistons SHOULD NOT be able to move or break heavy cores instantly
To aid to this it should also be waterloggable
