Horses Should No Longer Slow When Descending Slabs / Stairs

Horses and mules and donkeys should not slow down and stutter like they do when descending slabs or stairs. This actually disincentivizes players to build functional roads, as horses will move slowly on any incline. If anything, horses and mules and donkeys should actually increase speed when descending slabs or stairs.
