I think i have come up with an Idea to expand how much mob heads we can get in a way that fits into Minecrafts current balance.
This would be an enchant found in the trial chambers (Making it worth visiting even more) and can only be found in book form. This enchant can be called Severe or Decapitate and comes in 3 Levels, I, II, II.
Obviously this enchantment gives the player the chance to collect the mob head of any mob currently in the game. However, there is a catch! This enchantment can only be put on a hoe! Although used for farming, it is no secret that this has been commonly seen as a "Death" scythe. Playing into this adds strategy as players cant deal a lot of damage with the hoes and will mean there be a use for using multiple weapons in a fight. This also keeps it balances as the stringer the mob is the more risk there will be in switching around weapons.
Each level would increase the chances of the mob head dropping by 5%. The first being 10% for level I, 15% for Level 2 and capping at 20% for Level 3. Also this would not be compatible with Fortune but Silk touch would add a further 2%
This would link perfectly to the trial side of the update, but could also expand to the tinkering side, as mob heads could be used further for banner, pots and firework customization, however, these things can come later.
