Snowy Wolves should walk on powered snow

Snowy Wolves are the rarest wolf variant in 1.21 and can spawn in Grove biomes. Unfortunately, they keep dying to powdered snow, so it would be a nice change if the snowy wolf variant could walk on powdered snow. This would provide strategy in which wolf variants are taken where, and would further the theme of adventure and exploration in 1.21.

  Absolutely agreed! Wildlife in general should be naturally resistant to the dangers in their biomes. Foxes don't take damage from berry bushes, so why would snowy wolves be so vulnerable to powdered snow?? Goats and arctic foxes should also walk above it.
