Copper bulbs delay based on oxidation

The 4 ticks delay on copper bulbs should be only for oxidated copper bulbs, whereas the 1 tick delay should return for non-oxidated copper bulbs. Also, there should be copper bulbs with 2 ticks delay, onlu for the ones that are a little oxidated, and a 3 ticks delay for copper bulbs almost completely oxidated

-Non-oxidated: 1 tick delay
-A little oxidated: 2 ticks delay
-Almost completely oxidated: 3 ticks delay
-Oxidated: 4 ticks delay
