When the tick rate is set below default 20 with the command /tick rate, the player's movement and other actions slow down as well. This is consistent with the concept of slowing down the game, but this can hinder the player inspecting movement and evolution within systems and machines, when in creative mode for example.
The suggestion is that there should be a new gamerule to switch between current behaviour and unhindered player movement and action during a slowed tick rate.
In the mod of origin of the /tick command, this suggested behaviour was the default, though this suggestion doesn't have to go that far.
