be able to change the skybox texture without a mod

the texture of the sky should be able to be changed without having to mod the game, currently you need optifine or another mod that allows you to edit certain textures, this would make texturepacks feel more immursive, this was inspired by the bedrock mob vote texture pack where the sky was made to have a village in the horizon and on the floor making it feel like you were very high up in the air, this would make these texturepacks more accessable to those who dont want to use mods
