(Java Parity) Grass and flowers should not prevent trees from growth

Grass and flowers are not enough to stop growing trees, so why would that stop tree growth if nearby?

This relates to a bug report: https://bugs.mojang.com/browse/MCPE-166948
That bug report ended up getting Works as Intended. If grass allowed nearby saplings to grow on Java and that Java bug report gets Works as Intended, then an unnecessary parity difference is created.
