Make mending easier to obtain

Make mending easier to obtain in Java 1.20.4 and up by allowing any villager to carry as it is impossible to actually get the trade as of right now.

    What the point of even having mending as enchantment if it's easy to obtain.
    It is good as it is (but the whole durability and villager situation is terrible)
