This Hopper "Optimization" is a major feature regression

Hello,
This Hopper change breaks countless farms that are necessary to reward a player for investing in a farm to reduce toil while collecting items.

Hoppers below bee hives have been a common pattern since bees were introduced, and hopper minecarts not picking up items through full blocks kills almost every farm I was excited to make, and seems to make hopper minecarts almost useless.
