Redstone duration extender (Java)

I’d like a device that would extend the duration of a redstone pulse (preferably with no delay). And, similar to the repeater, it can be adjusted to include more or less redstone ticks. It’d be great if it could provide up to a continuous 10 redstone ticks of signal (1 full second). Maybe this devices crafting recipe would include redstone torches, copper ingots, and a redstone block? This would make copper more useful.
