improvements on RTX visuals and performance

so RTX mode on bedrock is very unoptimized. the GPU utilisation is terrible ( 65% usage at 70 fps on my 4070 ti super and 13600kf). the fps is not CPU bottlenecked, because if it was, turning on upscaling would not increase fps ( it does increase fps and also decreases gpu utilisation even further). please optimise the GPU utilisation on rtx mode

also, updating the RTX technology would greatly improve visuals and performance due to the more efficient dlss and ReSTIR
