TL;DR: Vexes are very dangerous mobs in large numbers and Evokers can spawn in several at a time. Multiple Evokers in a given area can spawn in a swarm, making them ridiculously dangerous and causing Raids to be basically impossible. VEXES ARE (UNINTENTIONALLY) THE MOST DANGEROUS MOB IN A RAID.
I want Evokers or Vexes to be nerfed because Vexes make raids ridiculously dangerous. I like the Evoker and I like the Vex in principle, but the Evoker can spawn in several Vexes to attack the player and the player will get swarmed if more than one Evoker is present.
Even though Vexes don't even count towards the Raid BossBar, they are arguably the most dangerous part of the Raid because of the sheer amount that can be spawned in by Evokers. They can fly through blocks to pursue the player and they can have enchanted swords, making their already powerful attacks even more dangerous. They are also very small, making them difficult to hit. These are the reasons why I like the mechanic where the Vex takes damage after a certain period of time, because too many of them makes completing the raid basically impossible.
My idea behind this is either to make the Vex less dangerous or make the Evoker spawn in less of them when he casts his spell. You could also have a special mob cap that won't allow Vexes to spawn past a certain threshold.
