Ever since snapshot 14w28a, endermites no longer spawn from endermen teleporting.
I think this is a missed opportunity, this mechanic allows for interesting Redstone devices without taking away from the gameplay. For instance, endermite farms, or a random chance machine. In addition it adds immersion to the game, it's the small mechanics that really add life to Minecraft.
