Adding Vaults, with Netherite Upgrade Templates, to Piglin Bastions

Today in Minecraft Monthly we've seen the addition of the New Vault block, which improves upon the multiplayer experience by adding a way to get loot even when chests are already looted.

This idea should be expanded to Bastions in the Nether, which allows for newer players to have an opportunity for Netherite Upgrade Templates without traversing far and wide to find a bastion that has not been looted yet for a chance to have this progression. The current method of obtaining the Netherite Upgrade suffers the same problem in the multi-player experience if nearby bastions have already been looted and there's no way to collect this as part of armor progression, essentially locking players newer to the server out of netherite.

Given the renewability of Trial Keys and the limited number of Vaults per Trial Chambers, Vaults in Piglin Bastions would give an opportunity to re-use excess Trial Keys that have been collected.
