Use Dispensers to Un/Equip Wolf Armor

Just like how normal armor can be placed onto players using the dispenser, wolf armor should be able to be placed onto wolves using the dispensers. And, similar to how dispensers with shears inside can shear sheep, dispensers with shears should also be able to remove wolf armor from wolves
