Edit World Gamerules Menu

There should be a menu when you edit singleplayer worlds for changing gamerules. There already is a great looking menu for world creation, but currently if you have cheats off then you have to use an NBT editing software to change any gamerules or allow cheats in an existing world. This is little more than an annoyance for a tech savvy user, but is an incredibly frustrating and confusing task for the average player.

This is mainly about Java edition since I don't know the state of bedrock at all.
