Add Scute Consistency

The armadillo scute added a new interaction of brushing mobs. Acquiring a turtle scute should be changed to this method. Not only would this bring consistency to the game, but it will resolve the overpopulation (and in turn the unintended culling) problem with turtles. This will make farming turtle scute much less time consuming and allow for simpler farming methods. Most importantly it will increase the Turtle Shells accessibility making it a more viable alternative to an Iron Helmet, opening up a player's choice and letting them express themselves and their playstyle more, which would be quite fitting for the Trails and Tales update.

    In order to keep the importance of the turtle egg, you should only be able to get one or a few scutes per turtle after they grow up. This gives more functions for the brush while keeping the scute method consistent.
