Add a character encoding option for the Strings in command

Custom encoding

Insert a JSON recognition at the position where the string is checked, allowing for the internal addition of custom encoding conversions. Make it easier to rectify situations involving garbled text ，or facilitate customized character operations.

For example:

/say {"text": "ä½ å¥½ Hello Hallo ÐдÑавÑÑвÑйÑе  Bonjour ìëíì¸ì”. ã“ã“ã«ã¡ã¯ สวัสดี", "encoding": ['iso-8859-1','utf-8']}
