The item doesn't have to change a mob into its young state, so as to encourage players to still interact with each respective mob's breeding mechanics. It doesn't have to be a new item either (although a new item that has to found is another way to get players to explore the world more). There just should be a way in survival Minecraft for players to keep baby mobs of that player's choosing in their baby state.
