Dark Forest Villagers that sell Mending Enchanted Book exclusively

With the recent Experimental Features to test a posible balancing to the Villagers trading, a change to the villagers that sell certain enchantments came, making Mending at the moment, exclusive to Jungle Villagers, this is probably because they don't spawn naturally as sane Villagers, only as Zombie Villagers or from two Villagers breeding, but I feel like this doesn't really have sense considering the implications of magic in the Minecraft World, as the Jungle has nothing relating the biome to any kind of magic, on the other hand, the Dark Forest is often home to Woodland Mansions, a place in which Illagers are present and where we can see various experiments. This is also the place where Evokers were first introduced, meaning they have a direct relation with this structure, and I think that this, combined with their Totems of Undying, could imply that they have a relation with reconstruction magic, such as the one present in the Mending enchantment, for this reason I feel like it would make sense that a Villager that is born in the same biome that Illagers live in could have certain knowledge from seeing Illagers, therefore, selling a reconstruction enchantment, such as Mending
