The Scribe

The scribe could be a mob like the villager, or it could be a table/block where you can take an enchanted item, put it in the scribe, and it will detach the enchantments into books and disenchant the item. This could be used with lapis or emeralds, and would probably take up some XP. It would make an interesting villager type that has glasses. but it would be very untraditional to a regular villager. 
we should also be able to combine the strength of two enchantments together, for example, if you have a smite I book and a smite II book, then you should be able to combine them to become a smite III effect
