Minecraft Legends Not installing Unable to play

I was receiving an error when trying to play Minecraft Legends which is a whole separate issue because I chose to try uninstalling/reinstalling it since that is a typical canned (and often valid) response.

Now the game sits there with no UI updates while saying "Waiting on Install". Please fix this so I dont decide games other than Minecraft are a poor idea.
