Axolotl spawning conditions make it impossible for axolotls to even spawn in lush caves most of the time. I have loaded multiple worlds and only found axolotls in rare conditions (small submerged lush cave above y=0). Only in artificially created conditions can they spawn. It's ridiculous. If the point is to make them rare then please just lower spawn rates. I won't be surprised if this is actually a bug.
