Librarian Rework Modification

Most players agree that the modifications on the librarians are bad, however I think some of it is justified with just how powerful villagers are. The only issue with this update is that it doesn't allow you to trade for max-level enchantments. Either there should be guaranteed max-level enchantments as a reward for all the work you put in, or just not have the changes implemented entirely.
