[Bedrock] - Transfer Minecon 2015 & 2016 Skin Packs to Capes Section 

Players who have the existing skin packs from previous events: "Minecon 2015 Skin Pack" and "Minecon 2016 Skin Pack" should have their respected capes available in the "Capes" section of the "Dressing Room", to wear with their custom skin. 

For Mojang: To prevent cape duplication when transferring similar capes from both skin packs, similar capes will be combined together as one. For instance, the "Minecon 2011 Cape" from the "Minecon 2015 Skin Pack" will be combined with the "Minecon 2011 Cape" from "Minecon 2016 Skin Pack".

With that being said, having the ability to access the capes from “Minecon 2015 Skin Pack” and “Minecon 2016 Skin Pack” in the “Capes” section of the “Dressing Room” would definitely be an improvement.
