weather & villagers

so, I'm using pe newest version, and I'm TRYING to creat a xmas map, but trying to spawn a flat snow don't work, and most snowy seeds don't, simply because you can't have the option to keep the weather, we'll snowy, it just melts. there isn't a command for it, I scoured about. also why can't we GIVE the villagers a select job instead of randomly having one. because I can spawn one near a blacksmith place, and he'll wonder of to go farming.
