When you are making your redstone suggestions, please note that Java and Bedrock will not have the exact same the same redstone systems - this would require redoing redstone system completely on one platform or the other. i thought instead of the copper bulb having either 0 or 1 tick delay, why not make it have both. the idea is that the tick delay depends on oxidation stage.
normal: 0 tick delay
exposed: 1 tick delay
weathered: 2 ticks delay
oxidized: 3 ticks delay
this would still have the advantage of using odd ticks as well as having tick delays that work with the other redstone blocks
