Time controller

An expensive new block/item (maybe out of netherite and diamonds) that can speed up/slow down time in a specific area(maybe like a beacon but the more drastic the effects and larger the area the costlier). This would help with resource production and maybe with fast travel. Can you please add this? It shouldn't be very difficult since /tick exists
