Copper Bulbs & Crafters - Configurable Tick Delay For The Blocks

Due to the recent changes to the Copper Bulb & Crafter in regards to tick speed, previously both operated with a one tick delay, however the former now operates with zero tick delay and the latter now has a tick delay of four. These changes really upset the redstone sub-community of Minecraft, so how would I maybe go about this? I would suggest adding some way in vanilla minecraft to configure the tick delay of one of these objects allowing for the players themselves to configure (via presumably a game rule command) the redstone to their likings and ideally try to make everyone happy.
