Breezes could drop Breeze Rods which could be used to shoot Wind Charges, maybe one per Breeze Rod or even up to 3? These could also work in Dispensers.
Additionally, maybe Blaze Rods should shoot Fire Charges? Though, that seems a little grief-abusive.
