Allow Disabling Hopper Slots

The new crafter includes a feature to disable certain slots in the crafting grid so that no items can be filtered into that slot. This functionality is vital for the crafter, but I think it would also be a sensible addition to the hopper.

Currently, it is common for players to block off slots by inserting "junk" items into certain slots in the hopper so that they don't get needlessly filled up in the redstone contraption. This works fine, but it illustrates a need/desire for this feature in the hopper. As it is being included in the new crafter, it doesn't seem far fetched to add this to the hopper and keep some consistency in the UI between these two items.

  It would be great if it also was possible to disable slots in a dispenser. I.E. an automatic bee farm, you dont have to fill the dispenser and hopper with 12 stacks of bottles, you only need 1 stack for each.
  I bet there is other uses also where you dont want all 9 slots in a dropper to be available.
