New Creative Features/Builder Focused Gamerules

Okay, some features are needed for Creative Mode or builder maps. Let's take a deep dive.

This is a feature that I'm rather surprised isn't in the game. Creative builders need to be able to place blocks in midair, not just attached to other existing ones. This would be useful for Skyblock maps, as devs wouldn't need to leave one block to make a whole island.  Also, this would be nice for sky structures because one wouldn't need to build an annoying pillar reaching up to the sky.

This next feature isn't, quote on quote, "needed," but would be superb for intense mapmakers. Creative mode should, by default, have infinite reach. I'm sure you can see the possibilities. No explanation needed.

Finally, these should be a gamerule that can be activated in Survival, but by default false, for those Hardcore Builder Dudes among us.
