Founding New Villages

Most world seeds seem to have very few villages and it's rare for one to be near near the world spawn. Having to "kidnap" villagers to make a new village seems wrong and zombie villagers are extremely rare when not already near a village. Add a block players can create that creates a new village center. At dawn, if the village population is zero, it spawns two villagers and the block is destroyed.
