I believe an option to set the world spawn both prior to and after world creation would be useful and justified. Many players create bases far from the world spawn, and after breaking a Bed used to skip the night (as many do while travelling away from their base) will have their respawn point reset to the world coordinates origin point. This origin point works fine as a default option, but since we already have the Set World Spawn option in creative it would be simple to allow it in a survival world whose player wants to keep it cheat free, but not need to hoof it all the way back to their base after a spawn point reset and then fatal accident. Some bases are thousands of blocks from the world origin, and spanning this distance just because of cumbersome game mechanics adds nothing to the gameplay, and I believe that it detracts from it.
As far as setting spawn prior to world generation, coordinate input boxes could be added the world creation screen. Many players find their worlds through something like Chunkbase, so they could find a world, get the coordinates for their desired base location, and then create the world with the spawn point they want in one action, instead of going through Creative after generation, relocating, setting spawn, and changing to Survival (which would also kill achievements for the world).
