1.21 Brewing Rework

Brewing needs to have multiple layers of difficulty. There needs to be a system of “tinkering” with brewing to unlock more powerful brews in late-game by completing the “basics” lower on the potion web. As it is you can get any potion you want, no matter how powerful, as the first potion you brew. Please make brewing more fun to explore!
