(Java parity) Coal fossil feature identifier in Bedrock edition

Bedrock identifier is completely different from that of Java.What the fossil identifier with coal looks like in bedrock edition has the name "fossil_feature" while in Java it is "fossil_coal". The goal of this is for the bedrock edition to have the same identifier as Java, that is, "fossil_coal" for parity.
