It is relatively simple for a mod to add emissive layers by intercepting a model load and simply setting a layer's light level to a set value. So i think it should be trivial to implement a "emissive" tag in a model json.
The bits on sculk and veins on nether logs are obvious examples of blocks that would be improved by addition of emissive textures. Items like glowstone dust would also benefit.
Redstone components would also benefit a lot s they could glow without triggering lighting updates. Plus mining redstone ore in the dark is annoying as the screen flickers for the moment between mining 1 and starting to mine the other. If it was just emissive it would look much nicer.
