[AutoCompaction] Provide a setting in server.properties to adjust loglevel

The Bedrock Dedicated Server console is flooded with messages of the form:

[2023-10-19 07:42:49:753 INFO] Running AutoCompaction...

Every six minutes. This isn't useful information other than potentially as a server heartbeat and it obscures useful messages such as player connections / disconnection. Therefore we should have a server.properties option to either disable the message entirely or adjust the loglevel of what is displayed in the console so that it is possible to disable anything at INFO or lower priority.

    This message becomes very annoying when attempting to see server activity. Being able to turn it off would be a big QOL improvement.
