Revert the trade discount nerf and make it a game rule.

If it truly was an unintentional bug why would the discount cap be set to 5 times? I think the server owner or player should have a say on if they thought it made their game too easy. They should revert the villager discount nerf and make it a game rule where by default it is set to 1 and players running single player or server admins that want the old way can just set it back to 5. If another player feels it makes the game to easy they can just leave it at 1. Forcing the nerfs just hinders server owners and players wanting to play only vanilla Minecraft.
