Are mob votes done because Mojang wants to avoid bloat?

It would seem like a good idea to have an update where a few cute mobs are all released at once. Teasing the community with 3 fleshed-out mobs and only following through on one of them has decreased people's opinion of Mojang over the last couple of years. I would understand if they are trying to reduce bloat and gage community interest but the last few mob votes have just split and disappointed the community. If there are multiple good, well-received mobs, why not add them all?

They are n0t fl3shed out, just basic rough ideas on paper. Also involves a lot to add any one feature
