Currently, horse Speed, Jump, & Health are stored as floating points (decimal values).
It would make a lot more sense for these stats to be discrete to 1/32 of a block (the "plank length" of Minecraft; i.e. the smallest hitbox variation for blocks/mobs)
At the other end of the spectrum, I think making it "too discrete", e.g., having speed always be a whole number, or jump always a multiple of 0.5 blocks, would remove too much variety of horse stats, but I think the current (floating-point) system is too confusing and opaque.
