Keep profanity filter as a toggleable setting on Java

best of both worlds, if a parent doesnt want their child to see profanity then let them make the decision, maybe for good measure put it on by default but keep the ability to turn it off.

it would also help avoid the issues with the bedrock profanity filter system being ported to java and censoring harmless words that shouldnt be censored
