move "add feedback" to a easier to find place

not to lie it is kinda confusing to go into categories to add feedback it's easy to forget it's there for people who hasn't use this site before or don't use this site often to always know.

    Maybe it could just have its own link/button to the left side of "Categories" rather than being part of a drop-down menu that doesn't make as much sense to be under.
