In my opinion, a deserted village in a biome with ice should be frozen. It's like abandoned villages in this biome it's functional. In these old variants of this depicted village, there could be zombie villagers which would have a freeze effect (a potion that would freeze the object for a certain amount of time) or slow down and for example a golem that would be bluer, like frozen.
