Let librarians have max level books.

New snapshots. It's ok to change the "grind", sure placing and breaking lecterns isn't a "fun" type of grind, but a grind nevertheless. If you're going to change the grind, make it harder to get certain books... why limiting the max level of certain books? It doesn't make sense. If i'm going to grind even more to get all the books and my work isn't going to be rewarded I'll probably not do it and do the very FUN grind of enchanting and disenchanting tools and armour to get those enchants.

Well obviously only until you debuff the enchanting table in the near future to make it more difficult to get max level enchants again.
