By trading with a villager up to master, they would be able to learn around three strictly exclusive trades Ex: If you manually enchanted a sweeping edge book, give the enchantment to the villager and it becomes an available trade. However, this only can be done to Master level villagers and thus can’t be leveled up. Again, encouraging moving and finding villages but not forcing it.
For taught trades we can utilize village breeding. If you have a village that knows feather falling and one that knows frost walker, perhaps there is a chance that the offspring could know one enchantment, both enchantments, discovers a new enchantment, or knows nothing. This would force a choice of villager combinations per player preference to get max level enchantments.
Finally for getting the trades to be less expensive, I think that having them being cured only once is a good idea, but what if gaining the “Hero of the Village” also decreases the price permanently, either per village or forever. Additionally, in exchange for a player teaching a trading villager a new enchantment/book, subsequent trades with that villager would be less expensive.
