Instead of having a strict biome limitation, what if a trade was more common in one biome but able to be traded in all biomes? For example: Getting jungle and swamp exclusive enchantments and curses they would be found in the Jungle temples or witch’s huts or with wandering villagers. Wandering Villagers at a certain level would allow the player to obtain an “ancient book” or “cursed ancient book” to give to the master level craftsmen. It would take longer to get these books if you kill the wandering Villagers. For another way to get curses, Witches could be utilized by having them "guard" a book that a player obtains to give to a villager to learn a new trade.
Or for the Villagers themselves if you level the villager up, you can get a level one trade that was a more common trade elsewhere and can level the trade up by continuing to trade with the villager. Example: Fire protection is one of the first trades that is available from a villager, however it is locked at level one, until you trade with the villager from a Novice to an Apprentice then the enchantment upgrades to level two. Or, if the trades can only go up to level three then you have to get the villager from a Novice to a Journeyman to increase the level.
This would still encourage traveling while not limiting a person who doesn't like that aspect or finds it tedious to move villagers.
