Enchanting Table Biome Dependant

The Enchanting Table should give different enchants based on the biome it's placed in [similar to the new villager master books], and it's bookshelf power level. This would get rid of the randomness factor, make it consistent with the new villager update and encourage exploration.

  This would make some enchantments unobtainable in single biome world type
