the change to librarian villager trading in snapshot 23W31A is bad.
by tying the enchanted book trades to the villagers biome this forces players who want to engage with this mechanic to transport villagers large distances in order to build their villager trading halls. transporting villagers from one location to another has always been the worst part of dealing with villager trades. A large portion of players who enjoy the trading mechanic will be actively harmed by this change unless an easy method of doing this is added
reducing the maximum level of the available enchantments also makes the game less fun and engaging. players will still want their fully optimized equipment, but now in order to do that they will have to build xp farms and grind levels hoping to get lucky with their enchanting tables, which is even more time consuming and unpleasant than breaking and replacing lecterns. you cannot change the fact that players will want to optimize their equipment, and making this change without also changing the enchanting table only makes that process less fun. late game players who are willing to put in the time to optimize their enchanting should be able to get fully enchanted gear easily.
this also hurts players who want to play in world types other than default who will now find it even harder, if not impossible to engage in villager trading and enchanting to the extent that is possible in default worlds. this also applies to players who are just unlucky with their seed
